Narrative:
CGRDA is a private, not-for-profit corporation whose role is to coordinate and promote the economic and community development of Boone, Lincoln, Logan, and Mingo counties in southern West Virginia. It is directed by a voluntary board of business leaders and public officials from each of the four counties. Operating funding is provided by private contributions and public grants - both considered to be investments in the future of the region.
The Community Connect Foundation was chartered on
January 24, 2006 as a nonprofit foundation with a mission to develop a
public-private model that serves to expedite the development of West Virginia’s
technology infrastructure through coordinated investment of public and private
resources aimed at developing rural and distressed communities. The three primary focus areas of the
Community Connect Foundation that serve to coordinate the broadband deployment
process are:
1) Education and Outreach
2) Service Gap Supply and Demand Analysis
3) Strategic Planning and Funding
These areas of concentration provide the foundation necessary to maximize
the development of a 21st Century technology infrastructure and minimize the
expenditures needed to accomplish such.

The lack of
coordinated efforts to provide technical infrastructure, public and private,
within the state is hindering business and socio-economic advances in our rural
communities .
· Target population and number of people/households/communities (other unit) to be served by the project
Target
population for the Foundation will be the entire state of West Virginia with
approx. 1.8million persons. Target areas for the Coal Connect Project is Boone
(25,535) Lincoln (22,108), Logan (37,710) and Mingo (28,253) counties with a
combined population of 113,606 people. Target area for the
Home
Computer Initiative will affect 8th grade students statewide (22,000
students annually).
